Take to a specialist speaker repair/reconeing shop
look up recone on google or similar in your area.

In most cases you simply replace the speaker. In the case of a very high end speaker designed to be repaired, you need to take it to a technician experienced in the task.

Take out burnt out coil. and replace with new one simple.
